〔一〕宏观管理规划抓住机遇，深化改革，提高医院的综合实力。把握医改政策调整的战略机遇期，创新机制，树立全面、协调、可持续的开展观。加强医院内部机构改革、人事分配制度改革和后勤效劳改革步伐，抓好管理队伍，建立和完善各项管理制度，实现管理观念创新，管理制度、管理手段现代化。

〔二〕二级医院建设规划根据二级中医医院评级实施细那么和评审标准要求，确定二级医院建设目标，加快二级医院建设步伐。把握“以提高社会效益和认可度促进品牌建设，以提升经济效益强化竞争能力〞这一原那么。结合医院实际情况，不断完善与二级医院相匹配的硬件、软件建设。并以二级医院评级为契机，大力加强学科建设，突出专业特色，把握重点、提升医院诊疗优势、搞好技术创新，培育潜能科室。确保医院在稳步提升科室业务能力和专业技术水平的同时，实现院外的跨越开展。
〔三〕人力资源规划建立人力资源部，加强人才培养和梯队建设，完善人才培养体系。
树立人才资源是第一资源的理念，加大实施人才战略的力度。培养—名市级本学科领域具有领先水平、有一定知名度的医学专家；培养选拔在本市具有一定知名度的中青年学科带头人，多名学科带头人后备人才，选拔3名中医专业人才走上中医学院教师岗位。积极开展人才

引进工作，实施灵活的用人机制。
