第六条 所有单位和个人都有享受良好卫生环境的权利，也有遵章守法、维护和改
善市容环境卫生的义务。
公民对违反本条例的单位和个人，有权监督、检举和控告。被检举、控告的单位和
个人不得打击报复。
第二章 市容环境管理
第七条 干道、街巷、广场、车站、码头、机场、风景区等公共场所，应当保持整
洁美观，不准随地弃置垃圾、粪便、污水和瓜果皮核、冷饮包装等废弃物；不准随地吐
痰、便溺；不准随意涂写、刻画、张贴；不准任意堆放材料、物品。

禁止任何单位和个人向江、河、湖、沟、塘等水域、岸坡倾倒垃圾和其它各种废弃
物。
第八条 所有单位和个人必须遵守城市管理的规定，不准违章建筑，不准违章占用
道路和公共场地。
第九条 开挖路面必须经市、区城市管理部门批准。
第十条 临街橱窗、画廊、广告、标语及其它公共设施，应当经常保持整洁美观。
设置大型广告应当经市、区城市管理部门批准，其它广告应按指定地点张贴。
第十一条 各有关部门应当保持沿街市政、公用、供电、通讯、防空、交通等设施
的经常完好和整洁。园林绿化部门及有关单位，应当保持沿街树木、绿篱、花坛、草坪
