甲类责任区，指重点消防地区。包括生产、使用、存储易燃易爆危险品的工厂和仓库、火灾影响大的政府首脑机构、高层建筑集中区、砖木结构和木质结构的易燃建筑集中区以及人口密集、街道狭窄地区等。甲类责任区为旧城中心区、沿民族大道两侧的用地。
乙类责任区，指普通工业企业、科研单位集中区、大专院校集中区、高层建筑比拟集中的地区和建筑耐火等级较高的地区。
丙类责任区，甲、乙类消防责任区之外的其它城市建设用地。
第五章 城市消防平安总体布局
第十条 新建易燃易爆危险物品生产和贮存单位在选址规划中，应严格布置在城市边缘的独立平安地区，并处于本地区全年最小风向频率的上风向或上风侧，特别注意与人员密集的公共建筑保持规定的平安防火距离。
