县城卫生保洁、垃圾收集运输，由各站所、社区，根据不同区域和保洁质量标准分区划片，由环卫工人承包保洁，保洁责任标准、保洁质量落实到人，县城主干道实行全天候保洁，支路段、商住区、居民区、学校等区域实行分时段上门摇铃收运垃圾〔每天早上6时至8时，下午4时至7时〕，城郊地带、工厂等实行每天一次上门收运垃圾。红城大道、二环路、广富路、海丽大道、人民路等主干道实行全天候保洁，做到垃圾定时定点投放、随到随运走，其它支干道定人负责定点管理，定时清运，确保干净整洁。同时，加强卫生巡查，催促各责任单位、沿街商户、住宅区、农贸市场门前“三包〞制度的落实。以及做好市民按规定的时间、地点倾倒垃圾的宣传教育工作。近年来，通过我局环卫管理部门的努力和环卫工人的辛勤劳动，在经费严重缺乏，环卫设施配套不完善的情况下，根本能完成县城规划区内的保洁任务，改善了县城卫生环境。为开创县城环境卫生良好局面打好根底。
二、存在问题与困难
环境卫生管理工作是社会系统工程，领导关注、群众关心、部门重视，涉及方方面面，管理难度大、任务重、要求高。在管理中还存在许多问题和困难。一是市民环卫意识淡薄。由于县城有相当局部居民刚从农村进城，居民素质整体偏低，参与城市管理的意识不强，乱涂乱画、乱丢乱倒、乱吐乱扔等行为时有发生，特别是一些城乡结合部和僻街小巷环境不容乐观。二是环卫配套设施严重缺乏。
