一、概述
1、规划背景与研究过程
宁波市交通局〔原为宁波市交通委员会〕多年来对宁波市域的公路网规划一直十分重视，宁波市交通委员会于1995年编制完成了?宁波市公路网规划?，于1998年编制了?宁波市综合运输网规划?，这两个规划对指导宁波市公路网建设发挥了重要作用。尤其是为“九五〞期的公路建设快速开展奠定了坚实的根底。原来制定的规划在新世纪对公路交通开展要求发生了较大变化的情况下，与时代开展要求已不相适应，急需修订完善。根据我国现代化建设第三个阶段的宏伟目标，宁波市社会经济还将保持一个相当长时期的高速开展。新世纪
