本轮规划范围为XX县行政辖区内的全部土地，。
规划期限为2022-2022年，规划基期年为2022年，目标年为2022年，近期目标年为2022年。

第一章 规划背景
第一节 县域概况
XX县位于福建省西北部，隶属于三明市。地处东经116°30′08″～117°03′49″，北纬26°27′37″～27°06′16″之间。县境东接泰宁，南邻宁化、明溪，西、北与江西省的广昌、南丰、黎川三县毗连，东北角与邵武接壤。，辖5乡4镇、92个行政村和7个社区居委会，。
全县林地资源丰富。，森林覆盖率82%，木材蓄积量919万立方米，立竹量3500万根。是中国经济林〔黄花梨〕之乡、国家生态示范区、南方重点林区县、全国经济林建设先进县、全国十大猕猴桃基地县之一、生态农业示范县、稻〔莲〕萍鱼立体种养示范县。是中国建莲之乡、全国商品粮基地县、全国杂交水稻制种基地县、丘陵山地果园重点县。
全县矿产资源比拟丰富。广泛分布云母片岩、石英片岩、独居石等非金属矿藏，地质储量大。铌、钽、绿柱石等金属矿藏有一定规模。
全县水资源条件优越。位于闽江正源头，水系兴旺，水利资源蕴藏量达12万千瓦，。
