第二章 指导思想、建设原则与目标
一、指导思想
坚持科学发展观，以完善乡镇农业技术推广机构设施条件建设为主要工作任务。通过明确职责，理顺关系，合理布局，定出基层服务网络基础建设。不断推动基层基础设施建设上标准，服务功能上档次，服务效果上水平，有力推动科技示范县建设，促进农村经济又好又快发展。
二、建设原则
按照“具有一定的主导产业规模，乡镇政府重视农技推广工作，乡镇站技术服务作用发挥好，科技增产增收辐射带动作用大，交通便利”等原则，确定需要建设的乡镇站。
三、建设目标
围绕提升农业综合服务能力，改善农业技术推广业务用房和实验设备条件，对全县9个乡镇农业技术推广机构，进行设施条件建设。做到办公有场所、服务有手段、下乡有工具，保障乡镇农业技术推广机构能够有效履行公益性职责，为农民提供及时、有效的技术服务。

第三章 乡镇农业技术推广机构功能定位
一、乡镇农业技术推广机构性质
按照《中华人民共和国农业技术推广法》、《中华人民共和国农业法》规定，我县乡镇农业技术推广机构就是人们常说的全额拨款的纯公益性的事业单位。乡镇农业技术推广机构是农业技术推广体系中农业技术推广的骨干力量和工作主体。
二、乡镇农业技术推广机构职能
乡镇农业技术推广机构承担配合上级农技推广部门制定本区域农业技术推广规划和计划；协助上级农业技术推广部门做好农业灾害、疫病等监测、预报、防治和处理工作；负责本地种植业年度统计报表工作。承担上级主管部门下达的农业技术推广任务，对乡镇技术人员进行指导；组织开展农业技术推广有关法律法规、政策宣传、农业公共信息服务和知识培训等职责。
