of rural drinking water sources, protection of drinking water sources in rural areas by the end o   建设幸福美丽新家园是贯彻落实中央、省委精神的实际举措。十七届五中全会提出“努力增加城乡居民收入〞，“建设农民幸福生活的美好家园〞。省委十二届七次全会全面部署建设美丽乡村，要求按照“规划科学布局美，村容整洁环境美，创业增收生活美，乡风文明素质美〞全面建设美丽乡村。“幸福美丽新家园〞是宁波市委、市政府审时度势，深刻认识并准确把新时期农村新变化新特点作出的战略决策，与十六大以来我市实施新农村建设开展战略一脉相承，既有与“十一五〞期间新农村建设政策思路的连续性，又具有鲜明的阶段性特征，是全面惯彻落实中央、省委精神的具体化举措。
    二、建设幸福美丽新家园的主要任务
    继续推进农业产业转型和升级，加速实现传统农业向现代农业的转变。建设完善现代农业产业体系，加速形成集约化开展、专业化生产、规模化经营的现代农业开展格局。实现低产出低效益农业向高产出高效益农业转变，低层次粗放型农业向高层次集约型农业转变，单一业态向多业态转变。继续实施“强龙工程〞，加大政策扶持力度，不断增强“龙头企业〞的辐射农村，带动农户的能力。抓好“一区二十园百基地〞工程建设，把园区打造成提升农村产业、转变农业开展模式的主平台。推进粮食功能区建设，加快建设进度，有效提升粮食生产水平。强化科技支撑，根本实现农村开展方式由主要依靠要素投入向依靠科技进步转变。加快推进农村经营方式由分散的家庭小规模经营向专业的适度规模经营转变。深入实施农民专业合作社
