第六条 县级以上人民政府根据?中华人民共和国人口与方案生育法?第九条、第十条的规定编制本行政区域的人口开展规划，制定人口与方案生育实施方案并组织实施。
前款规定的实施方案应当规定控制人口数量、增进生殖健康、提高人口素质、促进优生优育、加强经费投入、健全保障措施、完善考核评估等方面的内容。
第七条 县级以上人民政府应当采取人口综合治理措施，制定和完善有利于人口与方案生育的社会、经济政策。
县级以上人民政府有关行政部门在制定与人口开展有关的社会、经济政策时，应当征求人口和方案生育行政部门的意见。
第八条 各级人民政府应当把人口与方案生育经费纳入财政预算，根据本行政区域的国民经济和社会开展状况逐步提高人口与方案生育经费投入总体水平，使方案生育事业经费的增长比例高于本级财政经常性收入的增长比例，确保人口与方案生育工作所需的必要经费。

农业人口和其他无用人单位的城镇居民的各项方案生育奖励经费由其户籍所在地县级财政支付。
第九条 乡〔镇〕人民政府和城市街道办事处应当有与工作任务相适应的方案生育机构和工作人员；村〔居〕民委员会应当有专人负责人口与方案生育工作。
机关、社会团体、企业事业单位和其他组织的人口与方案生育工作，实行法定代表人或者主要负责人工作责任制，确保开展人口与方案生育工作所需的人员和经费，并接受其住所所在地人民政府的领导和人口和方案生育行政部门的管理和监督。
第十条 县级以上人口和方案生育、卫生、开展和改革、公安、工商行政、劳动和社会保障、民政、教育、人事、统计等行政部门应当相互提供有关人口数据，建立人口信息共享制度。
第十一条 各级人民政府应当充分发挥村〔居〕民自治组织作用，推行方案生育工作。
在人口与方案生育工作中可实行合同〔协议〕管理制度。
