，消耗不少钱财，多数农民没有文化消费概念。
第二，农村文化队伍力量薄弱。农村专业文化干部人员少、待遇低、水平不高。尽管乡有文化站，但专职干部不专用，经常被抽调去做其他应急的工作。在机构改革中，有些文化站面临被取消编制的危机，致使专职干部人心慌慌。而村里的文化室多是为创立而设，一室多功能， 随上级部门的检查而改变。这严重制约了农村文化工作的正常开展。农村群众的文化生活缺乏有效的组织和管理，群众喜闻乐见、丰富多彩的文化形式没有得到充分挖掘和利用。
第三， 领导重视不够，财政经费投入缺乏，导致农村文化活动设施匮乏。农村文化土壤荒漠化， 关键是因为缺乏能够提供健康休闲的场所和配套设施。人力、财力、物力供给缺乏是目前许多农村文化建设中难以逾越的障碍。农村文化的贫瘠我们政府要负不可推卸的责任。
第四，目前的乡镇文化活动缺乏吸引力。纵观全国各地的新农村精神文化建设，我们发现很多地方把新农村的精神文化建设简单的看成给农村多送几场慰问演出，给农民多放几次电影，等等，却没有考虑送出去的文艺给农民到底能带来多大的效应，能多大程度促进当地的精神文化建设? 这样的送文艺能解决农民一时的胃口
