3、各学校要进一步完善学校的学历进修体制,制定在职教师学历提高进修方案,保障教师接受学历进修和学习的权益,促进教师在岗学习提高。对于学历不达标的教师,不予晋升职称、评优评先、提升职务;同时把学历水平作为教师聘任的重要条件之一,对于学历达标教师要做到优先聘用。
4、各校要积极支持和鼓励符合条件的教师参加学习,对参加学历进修学习的教师在经济上给予扶持,同时要从实际出发,合理安排和解决学历进修教师课务和外出学习时间之间的矛盾,主动为教师学习提供有利条件。
5、各学校校长是本单位教师学历提升培训工作第一责任人,要认真核查,逐人落实,制订规划,采取措施,发动和安排应参加培训教师尽快报名参加培训,有方案、有步骤地在今、明两年内将培训任务分解落实到人。“学历提升统计表〞附后〔附件2〕,各校务于5月10日前将参加提升对象统计表报中心校。
