3、各学校要进一步完善学校的学历进修体制，制定在职教师学历提高进修方案，保障教师接受学历进修和学习的权益，促进教师在岗学习提高。对于学历不达标的教师，不予晋升职称、评优评先、提升职务；同时把学历水平作为教师聘任的重要条件之一，对于学历达标教师要做到优先聘用。
4、各校要积极支持和鼓励符合条件的教师参加学习，对参加学历进修学习的教师在经济上给予扶持，同时要从实际出发，合理安排和解决学历进修教师课务和外出学习时间之间的矛盾，主动为教师学习提供有利条件。
5、各学校校长是本单位教师学历提升培训工作第一责任人，要认真核查，逐人落实，制订规划，采取措施，发动和安排应参加培训教师尽快报名参加培训，有方案、有步骤地在今、明两年内将培训任务分解落实到人。“学历提升统计表〞附后〔附件2〕，各校务于5月10日前将参加提升对象统计表报中心校。
