七、进一步强化执法公示制度，增强依法行政工作的透明度。将执法依据、执法权限、执法程序、执法主体、法定时限、收费工程和收费标准等内容公示。切实做到政务公开，程序公开，并自觉接受人大代表、政协委员、新闻媒体和人民群众的监督。
八、执法人员应树立良好学风，努力研****业务，掌握执法技能，总结新经验，汲取新知识，不断提高适应社会进步和时代开展的工作能力和业务水平。执法人员应自觉遵守烟草专卖文明执法行为标准，自觉遵守职业道德，勤勉敬业，按照法律规定和要求履行职责。在法定时限内提前办结行政审批和行政处分，不因自己考虑不周而耽误当事人或再次通知当事人，切实落实好“一次性告知〞的有关规定。
九、执法人员应廉洁自律，不得利用职务谋取任何不当利益，不得接受当事人的款待、财物和其他利益。
十、本局工作人员除非基于履行职责或通过正当程序，不得擅自过问或干预执法人员正在办理的案件或已受理的审批事项，不得提出自己的处理意见或为有关当事人说情。假设认为有关执法人员的处理行为不当，可向监察处或有关领导反映。
十一、本规定所称执法或行政执法包括行政监督检查。
十二、本规定由南京市烟草专卖局一分局负责解释。

烟草专卖行政执法用语标准
第一条 为了标准烟草专卖行政执法人员的执法用语，提高烟草专卖行政执法水平，树立烟草专卖行政执法队伍的良好形象，根据国家局?烟草专卖文明执法标准?的规定，制定本标准。
第二条 烟草专卖行政执法人员执行公务时，应当用语标准、准确、文明，语音清晰，语速适中。
第三条 说明身份时，使用问候语，出示执法证件，并清楚地告知对方执法主体的名称和权利义务，例如：
你好！我们是XX烟草专卖局〔行政执法主体名称〕的行政执法人员，正在执行公务，这是我们的行政执法证件，证件号码：XXX、XXX，请看清，你有无异议？
第四条 要求出示有关证件时，清楚简洁地告知所要检查的证件名称，例如：
请出示你的烟草专卖零售许可证或XX证件〔证件完整名称〕。
发现许可证核定内容发生变动应告知咨询办理部门等，
