〔三〕完善延伸综合执法网络
5、延伸构建基层水政监察机构。结合水利工程管理标准化建设，在市〔县〕管重点水利工程管理单位建立水政监察中队。结合基层水利效劳体系建设，在乡〔镇〕水利效劳机构建立水政监察中队，设1-2名专职或兼职水政监察人员。在河道沿岸、水库周边等村庄设立执法联络员。这些延伸水政监察机构的职责是负责管理范围内日常执法巡查，协助查办水事违法案件，参与重大执法行动等。争取年底60%以上的水管单位和乡〔镇〕水利效劳站建立起水政监察机构，完成组建任务，形成区域内的联合执法体系。
6、建立水土保持水政监察中队，负责对水保法规实施的监督检查，查处水保违法案件，负责管理范围内水土保持设施保护、相关执法监督检查和案件查处。
〔四〕建立健全综合执法工作机制
7、建立健全部门内部综合执法工作机制。按照许可〔审批〕、执行、监督相对别离和职权清晰、权责一致的原那么，水政监察加强与水利工程管理、水资源管理、建设与管理、水土保持、农村水利等有关业务管理机构之间的联系，建立执法信息通告制度。完善执法责任制，建立健全执法检查与违法案件查处、行政征收与违法追缴、许可与监督检查、许可验收与监督检查之间的工作衔接机制，制定行政许可、行政处分、行政征收工作流程图，做到分工明确、相互制约、运转协调，提升行政执法、行政管理整体效能。
