of rural drinking water sources, protection of drinking water sources in rural area抓好思想建设、组织建设、作风建设和制度建设。建立健全学校党组织建设目标责任制。制定学校党组织建设规划、分阶段实施目标及具体措施，建立党员责任区，明确党员、干部的各自责任。形成党组织聚精会神抓党建、书记带头抓党建、委员分工抓党建、党员行政干部共同抓党建、全体党员齐心协力抓党建的新格局。
第四章 书记任职条件
第十六条 学校党支部(总支)书记任职应具备以下基本条件：
一、有坚定的政治信念，具有一定的马克思主义理论水平，能运用邓小平理论和江泽民同志“三个代表”的重要思想指导学校工作和党的建设；坚持解放思想、实事求是的思想路线；讲党性，顾大局，勤政廉洁，密切联系群众，模范执行民主集中制。
二、有较高的政策理论水平和较强的组织领导能力； 善于做思想政治工作，坚持原则，能团结教职工，协调各方面做好学校工作；熟悉学校教育教学工作规律，有较强的教育教学能力；具有一定的党务工作或学校教育、管理工作的经历。
三、中学党支部(总支)，书记一般应具有大学本科以上学历，小学党支部书记一般应具有大学专科以上学历。 学校党支部(总支)书记一般应具有中级以上专业技术职务。
四、必须接受中小学支部(总支)书记岗位培训，获得合格证书。
第十七条 中小学校党支部(总支)书记按照《党章》规定产生，任职期间，享有与校长职级制相应的职级待遇。
第五章 附则
第十八条 本意见原则上适用于中专、职校、成校、幼儿园、民办中小学、业余学校等。

第十九条 本意见解释权归中共浦东新区社会发展局委员会。
第二十条 本意见自2001年5月起施行。
