**县地籍调查工作总结报告
1 区位、自然条件
肇东市位于黑龙江省西南部，松嫩平原中部。地理坐标为东经125°22′至126°22′，北纬45°10′至46°20′。南距"冰城"哈尔滨53公里，北距"油城"大庆74公里。是哈尔滨—大庆—齐齐哈尔经济带上的一个重要节点城市，处于哈大齐工业走廊的中轴位置，扩展延伸可覆盖东北三省、俄罗斯及东北亚地区。现已成为哈尔滨都市圈经济的核心区。

肇东市属寒温带，地处中纬度亚洲大陆东部。冬季(11月至次年3月)由于西伯利亚冷空气不断侵入，气候严寒、枯燥。夏季(6月至8月)受副热带海洋气团的影响，降水集中，气候温热、湿润。春(4月至5月)、秋(9月至1O月)两季，因处冬夏季风交替之际，气候多变。春季，大风次数多，雨量很少，秋季那么降温急剧，常有霜冻。
2 工作目标和主要任务
为了进一步加强地籍根底业务建设，提升地籍管理工作水平，实现土地资源信息的社会化效劳，满足经济社会开展及国土资源管理的需要，省国土资源厅关于“对内以图管地、对外以证管地〞的要求，做到图件、数据、实地三者一致，肇东市国土资源局在对照?第二次全国土地调查总体方案?的各项任务，城镇宅基地等各行业用地的结构、权属、数量和分布；在此根底上，建立村庄土地调查信息系统及数据库，并对数据进行汇总、统计、分析，建立和完善全市土地调查、土地统计和土地登记制度。
2．1主要任务
村庄土地调查包括权属调查、地类调查、测量工作和建立村庄土地调查数据库。
权属调查是对，村庄宅基地内部每宗土地的位置、权属、界址和地类等的调查。以宗地为单位，对调查区内的所有地块进行现场调查〔补充调查或变更调查〕，核实每一宗土地的权属性质、权利人、主要用途和土地登记状况等根本信息，设立界址点标志，确定权属界线，勘丈界址间距，填写地籍调查表，绘制宗地草图。
