    第一章 总那么
    第一条 为了坚持贯彻电力工业“平安第一〞的方针，提高平安生产的法制观念，保证平安供电，保障电业职工在电力生产中的平安和健康，促进电力工业的开展，特制定本条例。各级电力生产部门应认真贯彻执行。
    第二条 本条例适用于各网、省局，各发电厂、供电〔电业〕局、调度局〔所〕、县电力局〔农电局〕，以及电力试验和修造企业。
    第三条 电力平安生产的目标。主要有：
    1·不发生特大事故；
    2·不发生由于本单位人员的责任而造成的重大事故；
    3·主要机组非方案停运次数平均每台每年不超过以下数值：
    火力发电厂：
    20万千瓦以上机组5次/台．年
    ．年
    5-12万千瓦机组3次/台．年
    水电厂：
    10万千瓦以下机组 2次/台．年
    10万千瓦以上机组 2．5次/台．年
    4·各种设备非方案停运率、事故率和人身伤亡率低于部颁发的考核指标：
    5·容量在八十万千瓦及以上的火电厂，以及主变压器容量在100万千伏安及以上或输电线路长度在1000公时以上的供电局，每年实现一个及以上百日无考核事故记录；
    容量在五十万千瓦及以上的水电厂在每年实现二个及以上百日无考核事故记录。
    其他火电厂和供电局及县电力局每年实现二个及以上，水电厂每年实现三个及以上百日无考核事故记录。
