of rural drinking water sources, protection of drinking water sources in rural areas by the end生的可喜变化，也不能把转变程度估计过高。群众始终是实行方案生育的主体，群众的思想认识决定了其生育意愿。河东区邀请我省著名人口学家吕荣侃教授，到我区开展“转变婚育观念，倡树婚育新风〞专题讲座，以丰富的内容、生动的实例向群众讲解人口国情国策和方案生育政策，并将讲座内容制成光盘下发到村居；这个区的乡村两级效劳站室、人口学校每年开展育龄群众培训班一千余场次，针对育龄群众开展国策国情教育，结合实行方案生育30年来的一系列成就、奉献和经验，以及群众生产生活发生的变化，讲解人口数量与经济水平、生活水平之间的联系，增强群众对人口计生政策的认知性，和实行方案生育的自觉性。
二、开展计生特色宣传，倡树现代婚育新风
做为“全国婚育新风进万家活动先进单位〞、“全省婚育新风进万家活动示范区〞，河东区在活动中不断解放思想，求新求变，把婚育新风进万家活动融入精神文明建设，增强了新型生育文化的渗透力和影响力

1、优化舆论环境，塑婚育新风气氛。在舆论环境建设中，摒弃了过去空洞、说教式的标语口号，取而代之的是漫画式、通俗易懂的宣传版面与宣传标语。区人口计生局设计制作了一套12幅的计生宣传漫画，制成了宣传版面和展板；并采取市场化运作的方式，以少量的投入换取大量的社会效益，在全区张贴10平方以上的大型计生宣传喷绘1616幅；采取以点带面的方式，首批在全区建成高标准的方案生育宣传教育示范村20个，提升村级舆论阵地建设水平。
