第一章 总 则
第一条 本规程根据中国银行《小额批量支付系统行内接口业务系统管理方法〔试行〕》和《SBS版小额支付系统行内接口业务系统用户手册》制定。
第二条 本规程适用于承办对公结算业务的清算机构、网点、省分行运营部及营业部〔下简称机构、网点〕。
第三条 省分行为小额支付系统直接参与者，辖内分支机构、网点为小额支付系统间接参与者。
第四条 凡承办对公结算业务的机构，可向省分行申请12位数字的支付系统行号，由省分行运营部报请人民银行总行批准。
第五条 凡拥有支付系统行号或以其上级行的支付系统
