物业服务等级标准分为一星级、二星级、三星级、四星级和五星级五个等级。其中一星级为最低等级，五星级为最高等级。具体见附件三。
第九条 普通住宅物业服务成本包括：
〔一〕管理服务人员的工资、社会保险和按规定提取的福利费等；
〔二〕物业共用部位、共用设施设备的日常运行、维护、检测费用；

〔三〕物业管理区域清洁卫生费用；
〔四〕物业管理区域绿化养护费用；
〔五〕物业管理区域秩序维护、安全防范费用；
〔六〕办公费用；
〔七〕物业服务企业的固定资产折旧；
〔八〕物业共用部位、共用设施设备及公众责任保险费用；
〔九〕经业主同意的其它费用。
物业共用部位、共用设施设备的维修、更新和改造费用，应当通过专项维修资金予以列支，不得计入物业服务支出或者物业服务成本。
供水二次加压设备运行电费和供热换热站、加压设备运行电费、水费由供水、供热单位承担，不得列入物业服务成本。
第十条 物业服务合同应当约定物业服务等级、服务内容、收费标准、收费方式及收费起始时间、合同终止情形等内容。涉及物业买受人共同利益的，其约定应当一致。
建设单位与物业买受人签订的房屋买卖合同应当包含上述物业服务合同内容。
前期物业管理住宅小区，因开发建设单位分期开发、分批交付使用的原因，造成小区配套设施和绿化环境等未能到达购房合同约定标准的，物业服务收费应当适当减免，减免比例不应低于20%，具体减免比例应当在前期物业服务合同中约定，差额部分由建设单位补偿物业服务企业。
