2、主导产业没有形成规模，现有苹果面积265亩，，管理粗放、科技投入不足、效益不明显。
3、村居环境较差，多年没有得到改造，居住分散零乱，脏、乱、差问题比较突出。
4、社会事业发展滞后。现有村级卫生室一所，广电、通讯覆盖到达90%以上，但村委会无固定的活动阵地，村民无技能培训和休闲场地。
5、村组织机构健全，有党员24名，其中男22名，女2名，党支部成员3人，村委会成员3人，监委会3人。
（二）致贫原因
该村自然条件差，自然灾害频发，没有稳定的产业收入，项目资金投入不足，农民自我发展能力差，致使农民收入增长缓慢。
三指导思想、基本原则和目标任务
（一）指导思想
以中、省扶贫开发工作会议精神为指导，坚持开发式扶贫方针，紧紧围绕农业增效、农民增收，实现整村脱贫致富的奋斗目标。以发展产业为主线，以基础设施建设为抓手，以环境整治为突破，以鼓励提倡农户进城镇、进社区为新途径，以科技创新和提高农民素质为根本。发展现代农业，不断提高农业的比较效益，进一步提高贫困群体自我发展能力，大力改进和完善社会公益事业。经过4年的工作，使该村农民收入有较大幅度的增长，村域经济全面发展，超过全县平均水平。

（二）基本原则
1、坚持综合开发与重点突破相结合的原则。在开发自然资源、加快经济建设的同时，加强水利、交通、电力、通讯等基础设施建设，重视科技、教育、卫生、文化、环保事业发展，改
