1 总则
为加强山东省建筑工程施工技术资料的规范化管理，提高工程建设水平，确保地基基础、主体结构安全与功能适用要求，保证工程质量，体现工程资料是工程质量形成、验收评价的重要组成部分，结合我省的实际情况，制定本规程。
本规程依据《中华人民共和国建筑法》、《建设工程质量管理条例》等国家现行的有关工程建设的法律、法规、规范、标准和山东省有关规定编制。
本规程适用于山东省行政区域内新建、改建、扩建的建筑工程（含装饰装修）的施工技术资料管理。凡在山东省行政区域内参与工程建设的建设、勘察、设计、监理、施工、检测、试验等单位均应执行本规程。
施工技术资料主要由施工管理、验收和检测、试验资料等文件、图表组成，应与工程建设过程同步进行并完成。施工技术资料不符合要求的，不得进行工程竣工验收。
施工技术资料的形成、收集和整理应由各方责任主体共同形成，并保证其真实、准确、及时、完整。
施工技术资料的形成、归档过程，宜采用计算机管理，逐步实现以缩微品和光盘载体代替纸质载体。属国家、省重点工程的施工技术资料宜采用缩微品。
山东省建筑工程施工技术资料的管理除应执行本规程规定外，尚应符合国家现行有关规范、标准和政府部门的有关规定。
2 术语
经批准按照一个总体设计进行施工，经济上实行统一核算，行政上具有独立组织形式，实行统一管理的工程基本建设单位。它由一个或若干个具有内在联系的工程组成。
反映建筑工程满足相关标准规定或合同约定的要求，包括其在安全、使用功能及其在耐久性能、环境保护等方面所有明显和隐含能力的特性总和。
