二、实施原那么
按照?关于印发深圳市国民经济和社会开展规划编制与实施方法的通知?〔深府〔2022〕20号〕，?规划纲要?的实施工作遵循以下原那么：
〔一〕细化任务，明确责任。
建立?规划纲要?实施的长效机制，明确?规划纲要?实施的目标责任和任务分工，将规划指标体系、重点工程工程分解到各区〔新区〕、各部门，提出细化的工作任务和时序进度，推动各项工作全面开展和落实。
〔二〕统筹推进，重点突破。
全面评估考核各区〔新区〕、各有关部门贯彻落实?规划纲要?的推进情况，在国家创新型城市建设、战略性新兴产业基地和集聚区建设、新型功能区规划建设等方面的目标任务取得明显成效。
〔三〕系统监测，科学评估。
坚持单位自评和统计部门监测相结合，运用定量考核与定性评估的方法，采取单位自评、公众评价和综合评价等多种方式，提高规划评估考核的科学性和透明度。

〔四〕分步实施，定期考核。
建立?规划纲要?定期考核机制，各区〔新区〕、各有关部门每年向市规划纲要办报送年度自评报告，市规划纲要办向市政府报送年度评估报告、中期评估报告和五年总结报告，提出各区〔新区〕、各有关单位贯彻“十二五〞规划纲要工作的综合排名，作为单位负责人行政问责和政绩考核的重要依据。
三、实施内容
按照经济调节、市场监管、社会管理和公共效劳的政府职能，明确?规划纲要?实施和考核的主要内容，具体包括三个方面。
〔一〕 主要目标任务。
?规划纲要?确定了“经济保持平稳较快开展〞、“经济结构更
