建立省、市、县、乡四级远程会诊网络建设，形成从三甲医院到乡镇卫生院覆盖城乡的无间隙的远程信息网络，实现不同层级医院间的信息对接、技术对接、管理对接和资源共享，在技术指导、查房、医学教育培训等方面发挥积极作用。多角度、全方位开展人才培养，打造比较完备的培训教育网络和体系，依托省内医学高等院校，为基层卫生技术人员开办免费学历教育，建立远程医学教育培训网，开展远程教育和网络教育。同时，启动住院医师标准化培训工程。成立住院医师标准化培训中心，强化基层人员培训，免费为基层培养在职定向研究生等。
〔三〕要把县医院打造成协调有序的区域医疗中心。在全面实行医疗资源整合的基础上，大力推进县级医院综合改革工作。目前我省县医院专科诊疗水平不高，临床二级分科不细，专业特色不突出，很难满足群众的需求，这也是基层医院留不住病人的一个重要原因。全省各级卫生行政部门要在初步评估的基础上，每年投入一定经费重点扶持2-3个专业，经过5年左右的建设，进一步提高县医院重点专科诊疗水平，并以此引导县医院在加强综合能力建设的基础上，促进各个专科的分化。在不断加强重点专科投入的同时引入城市医院重点专科的技术帮扶，实行通过县医院专科评价三甲医院专科制度。把县医院重点专科评审与三甲医院重点专科评审结合起来，三甲医院相关科室如果要定为省级重点专科，必须与县医院的重点专科结成对子，只有县医院重点专科通过建设评审，与之对应的三甲医院专科才能获得参评资格。
