〞新修订的?村民委员会组织法?对实行村民自治，开展农村基层民主的根本原那么和程序作了更加详细明确的规定，必将增强农村干部和农村群众的法律意识、民主意识，提高依法治村、依法办事的自觉性。
第三，修订?村民委员会组织法?是建设社会主义新农村的需要。建设社会主义新农村，关键要调动农民的积极性。新修订的?村民委员会组织法?明确提出“维护村民的合法权益，促进社会主义新农村建设〞的立法宗旨，既注重保障农民的物质利益，又尊重农民的民主权利。特别强调了广阔农民通过民主选举、民主决策、民主管理和民主监督，实行村民自治，做到自我管理、自我教育、自我效劳，进一步完善了村民自治制度，使广阔农民更好地行使当家作主的权利，这必将极大地激发农民的政治热情和参与意识。农民的积极性、主动性高涨起来，就会为社会主义新农村建设增添新的强大动力。
