三、精细化工产业园开展规划 
〔一〕开展定位 
按照布局集中、产业集聚、土地集约、生态环保的原那么，以核心企业为龙头，以重大工程为切入点，以“园区化、集中化和上下游一体化〞为开展模式，以开发区10平方公里的化工新材料产业区为载体，依靠东北地区雄厚的化工产业根底优势、丰富的根底化工原材料优势和我市独特的煤焦油资源优势、人才资源以及科研优势，重点开展煤焦油精深深加工、工程塑料、涂料、精细新材料产业，不断提高企业核心竞争力，打造国内技术装置最先进、企业集中度最高、加工程度精深、产业特色鲜明的国家级精细化工产业基地。 
〔二〕开展目标 
引进100家国内外精细化工企业，总投资不少于200亿元，到十三五末，实现销售收入300亿元以上。并通过集群式开展，打造一批“鞍山制造〞的精细化工品牌。

〔三〕开展重点 
充分利用我市及周边丰富的焦化、石化产品和非金属矿资源优势，资源、市场、技术相结合，优先开展煤焦油、石化两大门类，建设煤焦化资源精深加工产业集群、工程塑料产业集群。 
1、煤焦化资源精深加工产业集群 
以鞍钢60万吨煤焦油工程和15万吨/年苯加氢工程为主体，在百万吨煤焦油集中加工所生产的5大系列26个根底产品上，充分利用焦化苯、轻油、酚油、萘油、洗油、蒽油等馏分和沥青，进行精深加工，进一步延伸产品链，重点开展焦化苯深加工、煤系针状焦、酚系助剂、中间体及染〔颜〕料等系列产品。推动焦化企业向集中式布局、集约化生产转变。 
2、工程塑料产业集群 
以国锐化工5万吨尼龙66盐工程和二期5万吨尼龙66树脂切片和10万吨工程塑料工程为龙头，充分利用辽阳、盘锦、锦州、抚顺等地大量的塑料原料资源，向下游延伸尼龙66盐聚合工程生产尼龙66切片，进一步开展抽丝、紧固件、搭扣、电器注塑等工程，打造东北最大尼龙和工程塑料生产基地； 
〔四〕园区规划 
产业园分为生产区、环保区和公共效劳区三大区域，内设五大产业区。 
煤焦油深加工区：规划占地300万平方米，主要承载煤焦油精深精制加工企业；
