〔四〕条件建设
1、业务用房
乡镇农业技术推广机构业务用房紧张，办公室与乡镇其它部门合用的现象较为普遍。
2、仪器设备
乡镇农业技术推广机构均无任何仪器设备，连最根本的显微镜、测量尺、农业科普知识挂图都没有。
3、农业试验示范基地
目前，我县仅有一处试验示范基地---2022年县委、县政府投资的现代农业科技示范园区。
第二章 指导思想、建设原那么与目标
一、指导思想
坚持科学开展观，以完善乡镇农业技术推广机构设施条件建设为主要工作任务。通过明确职责，理顺关系，合理布局，定出基层效劳网络根底建设。不断推动基层根底设施建设上标准，效劳功能上档次，效劳效果上水平，有力推动科技示范县建设，促进农村经济又好又快开展。
二、建设原那么
按照“具有一定的主导产业规模，乡镇政府重视农技推广工作，乡镇站技术效劳作用发挥好，科技增产增收辐射带动作用大，交通便利〞等原那么，确定需要建设的乡镇站。
三、建设目标
围绕提升农业综合效劳能力，改善农业技术推广业务用房和实验设备条件，对全县9个乡镇农业技术推广机构，进行设施条件建设。做到办公有场所、效劳有手段、下乡有工具，保障乡镇农业技术推广机构能够有效履行公益性职责，为农民提供及时、有效的技术效劳。
