〔5〕启动开阳港建设，形成乌江至长江的重要水运通道，提升城市水运能力，推进贵阳市与长江中上游地区的经济联系。
〔6〕积极配合中缅天然气长输管线和川气入黔工程建设，建成市域主要城镇天然气输配系统。
〔7〕加快城市轨道交通体系的建设，完成轻轨交通网络建设。
五、城市布局
〔1〕待轻轨修建完毕，对修文、开阳、息烽、清镇等地，实施撤县〔市〕设区。届时贵阳市将由云岩区、南明区、金阳区、白云区、乌当区、小河区、花溪区、修文区、开阳区、息烽区、清镇区等构成。
〔2〕以老城区为中心，实施 “北拓、南延、西连、东扩〞 的城市扩张策略。即实现高新技术产业集群整体“北拓〞到麦架、沙文、扎佐区域；推进花溪、小河等区域城镇化进程和产业集聚，实现城市南延；以三桥马王庙片区整体改造为重点，实施“西连〞战略，促进老城区与金阳新区联系与融合，远景城市空间向西与清镇连片开展；以龙洞堡机场改扩建为契机，打造临空经济区为重点，实施

六、城市综合交通开展
〔1〕铁路运输
在贵阳市形成“一环、三射、两联线〞的快速铁路网。
一环：环城快速铁路；
三射：
