〔三〕基本原则
畜牧业发展应把握以下原则：
1、坚持以市场为导向、以质量求生存的原则。稳定数量，提高质量，推行标准化生产；坚持市场导向和政府引导相结合，充分发挥市场配置资源的基础性作用和各方面投资发展畜牧业的积极性。
2、坚持产加销相互促进、协调发展，积极推进产加销一体化的产业化经营机制。
3、坚持可持续发展原则，改善畜牧业生态环境。大力发展高效生态畜牧业和适度规模养殖业，使畜牧业发展规模、速度与资源环境承载能力或畜禽排泄物处理能力相适应，畜禽养殖与动物防疫、投入品和畜产品安全监控体系同步发展，畜禽养殖业与畜产品加工、饲料和兽药产业的协调发展，实现畜牧业增长方式的根本转变。

4、坚持科技创新，提升产业水平。加快畜牧业高效、生态、集约型生产等关键技术的推广，推行龙头企业和生产基地相结合的农业科技创新机制，加快科技成果的普及转化，依靠科技进步，全面提升我县畜牧产业发展水平和产品综合竞争力。
〔四〕布局规划
根据区域资源承载能力，明确了不同乡镇的区域功能定位，以使其能够围绕主导产业、名特优产品开发和龙头企业发展的需要，到达“一村一品、一乡一业”的发展目的，实施专业化生产、规模化经营，推进优势产业向优势区域集中，优势产品向优势企业集中，加快优势产业带建设，形成特色明显，效益显著的优势畜产品产区。
1、奶牛：重点布局主要集中在八仙桥街道办事处、东疏镇、蒋集镇、磁窑镇、华丰镇、乡饮乡等6个重点乡镇〔办事处〕，重点乡镇、办事处奶牛饲养量占到全县的80%以上。
2、生猪：重点布局主要集中在伏山镇、鹤山乡、东疏镇、乡饮乡、葛石镇、磁窑镇、华丰镇等7个重点乡镇，重点乡镇生猪饲养量占全县的70%以上。
3、家禽〔***、蛋鸡、肉鸭〕：
***、肉鸭生产重点布局主要集中在鹤山乡、东庄镇、磁窑镇、葛石镇、乡饮乡等5个重点乡镇，重点乡镇***、肉鸭饲养量占到全县的80%以上。
蛋鸡生产重点布局主要集中在文庙街道办事处、堽城镇、磁窑镇、华丰镇、伏山镇、东庄镇五个重点乡镇，重点乡镇蛋鸡饲养量占到全县的70%以上。
