成部分,也越来越成为民族、国家的生命和重要标志。世界上的任何社会组织都有其自身的文化。这一文化主导并决定着其成长、发展的轨迹，是其赖以生存发展的内在动力和源泉。政党是社会的重要组成部分，应当具有自己的文化。因此，从一定意义上说政党文化就是政党的生命和重要标志，并且直接关系到政党参与民主政治建设水平的高低和执政、参政能力的强弱。正如现任民盟中央副主席张梅颖所指出的那样：“参政党文化是参政党理论的根基。加强参政党的文化理论建设，有利于参政党成员形成正确的政治信念、价值观念和思维方式，有利于正确认识自己的历史定位。”
所谓现代意义上的政党文化，实质上就是指现代政党在长期的政治斗争生活和运动中逐渐形成的，为广大党派成员所普遍接受、认同和共同遵循的核心价值取向。与一般社会组织的文化相比，政党文化具有强烈的意识形态色彩、超越政党自身生存价值的目标和深刻影响社会文化等特征。政党文化具有塑造政治精英、整合组织价值、铸造政党结构和制度、维持和延续政党生存、影响政党政策、实现奋斗目标、凝聚国民人心等多项功能。
政党文化从其体系划分，可以呈现四个层次：
第一是精神文化。这是政党文化的核心，也是一个政党区别于其他政党的最典型的特征。它是以理想、信念等为特征的，如党纲、党的指导思想、政治主张和奋斗目标等。
