，提高路面工程的技术水平和设计质量，保证路面工程安全、可靠、耐久，做到技术先进，经济合理，制定本规X。
本规X适用于各等级城市道路路面新建和改建工程。
，鼓励使用节能降耗型路面设计和积极应用路面材料再生利用技术。
，加强路面结构设计方案比选，按照全寿命成本理念进行设计。
，尚应符合国家颁布的现行有关标准、规X的规定。
