（2）社会救济。社会救济是指国家和社会对因各种原因无法维持最低生活水平的公民给予无偿救助的一项社会保障制度。救助的对象有三类：一是无依无靠、没有劳动能力、又没有生活来源的人，主要包括孤儿、残疾人以及没有参加社会保险且无子女的老人；二是有收入来源，但生活水平低于法定最低标准的人；三是有劳动能力、有收入来源，但由于意外的自然灾害或社会灾害，而使生活一时无法维持的人。社会救济是基础的、最低层次的社会保障，其目的是保障公民享有最低的生活水平，给付标准低于社会保险。社会救济的经费来源主要是政府财政支出和社会捐赠。
（3）社会福利。社会福利是指政府和社会为全体成员或老人、儿童、残疾人等社会中特别需要关怀的人群，创造物质文化环境或提供援助。

（4）社会优抚。社会优抚是指政府和社会对军人等从事特殊工作者及其家属予
