二、基本原则
(一)整治无证无照经营与促进经济社会更好更快发展相结合的原则。整治是手段,发展是目的。要正确处理严格执法与热情服务、整顿规范与加快发展、依法行政与提高效率、降低门槛与经济安全的关系,坚持一手抓整治,一手抓发展,把整治无证无照经营工作的立足点和着眼点放到促进经济社会更好更快发展上来。
(二)疏堵结合、区别对待的原则。区别无证无照经营的不同情况,实施分类整治。对具备条件、但未申领证照的,督促其办理证照,合法经营;对不具备条件的,帮助其规范;对整治后仍然不具备条件的,依法予以取缔;对危害人身健康、存在重大安全隐患、威胁公共安全、破坏环境资源等无证无照经营行为,坚决予以查处、取缔。
