(一)要准确把握形势要求，增强做好“三农”工作责任感。十七届五中全会明确提出“在工业化、城镇化深入发展中同步推进农业现代化”。“三化同步”是党中央统揽全局、着眼长远、与时俱进作出的重大决策，是“十二五”时期“三农”工作的重大任务，为我们进一步做好“三农”工作指明了方向。我们年初召开的县委十一届十一次全会提出“四化并举”的发展战略就涵盖了“三化同步”的理念，这再次说明县委提出的发展思路是正确的，是符合龙川实际的，是科学发展观在龙川的具体实践，我们必须矢志不移的推进落实。今年2月底召开的全省农村工作会议，要求围绕加快转型升级、建设幸福广东的核心，突出建设现代农业强省、推进城乡公共服务均等化、统筹城乡综合配套改革、促进农民持续增收四个重点，着力转变农业发展方式，着力加快社会主义新农村建设，着力推进城乡经济社会发展一体化，不断夯实农业农村发展基础。3月中旬召开的全市农村工作会议，要求围绕建设现代农业强市、不断增进百姓福祉这个主题，大力提升科技装备水平、培育完善产业链条、实施名牌带动战略、积极拓展农业功能，四个重点工作，加快转变农业发展方式。着力完善基础设施，不断改善农村生产生活条件，着力健全农民增收机制，不断提高农民收入水平，着力推进社会事业发展，不断构建统筹城乡发展格局，着力加强农村管理，不断推进和谐农村建设。省、市这些要求和举措具有很强的指导性和针对性。全县各级各部门要准确把握中央和省、市关于农业农村工作的新要求，特别是要吃透今年中央“一号文件”和省、市有关文件精神，把思想和行动统一到县委、县政府的决策部署上来，切实增强做好“三农”工作的责任感，按照这次会议工作部署，认真抓好贯彻落实。
