探究工程造价预结算审核控制问题
摘要:工程造价的预结算审核是合理确定工程造价的必要程序及重要手段。工程造价预结算的管理直接关系到工程项目造价工作的进展和效果、工程的进度和工程质量,以及工程项目的经济效益和社会效益,因此强化工程造价预结算的质量控制是十分必要的。本文结合笔者多年建筑工程造价控制与管理实践,运用建筑技术、经济管理的一般原理,详细分析阐述了提高建筑工程造价审查质量的方法和途径。

Abstract: The project cost of the pre-audit settlement is reasonable to determine the project cost of the necessary procedures and an important means of. Is directly related to the project cost work progress and effect, project progress and project quality management, project cost budget, and the project economic benefit and social benefit, so to strengthen the quality control of the engineering cost is very necessary. Combining with the practice of the author's years of construction project cost control and management, by using the general principle of economic management, construction technology, we analyzed the methods and ways to improve the construction project quality review.

一、工程造价预结算审核的内容
预结算的审核,主要是工程量是否正确、单价的套用是否合理、费用的计取是否准确三方面为重点,在施工图的基础上结合合同、招投标书、协议、会议纪要以及地质勘察资料、工程变更签证、材料设备价格签证、隐蔽工程验收记录等竣工资料,按照有关的文件规定进行计算核实。

工程量的误差分为正误差和负误差。正误差常表现在土方实际开挖高度小于设计室外高度,计算时仍按图计。楼地面孔洞、地沟所占面积未扣;墙体中的圈梁、过梁所占体积未扣;钢筋计算常常不扣保护层;梁、板、柱交接处受力筋或箍筋重复计算等等;正误差表现在完全按理论尺寸计算工程量,项目的遗漏。因此对施工图工程量的审核最重要的是熟悉工程量的计算规则。一是分清计算范围,如
