发展节水灌溉,农民增产增收
摘要: 水资源紧缺是中国的基本国情,特别是北方地区严重缺水,人均水资源量只占全的1/4,水资源、土地资源、经济社会发展的布局严重失衡,生产和生活用水不断增长大量挤占了自然生态用水,已使黄河断流、华北地区地下水位大幅度下降、生态环境急剧恶化,水资源短缺已成为地区可持续发展的重要制约因素。解决北方地区缺水有多种途径,但立足点应放在节约用水上,要建设节水型社会、节水型城市、发展节水型产业,不论居民生活、城市发展,还是各项经济活动都要厉行节水,提高水的利用效率和效益.

Abstract: The shortage of water resources is China's basic national conditions of severe water shortage, especially in northern areas, only 1/4 of the national per capita level of per capita water resources, water resources, land resources, the layout of the economic and social development is a serious imbalance in the production and lifewater for growing a large number of crowding out the natural ecological water, the Yellow River, North China water table dropped significantly, the sharp deterioration of the ecological environment, water shortage has e an important constraint for sustainable development. There are many ways to solve water shortages in northern areas, but the footing should be placed on water conservation, to build water-saving society, water-saving cities, the development of water-saving industries, whether living, urban development, or various economic activities should practice water conservation, improve water use efficiency and effectiveness.
