——结合威海市的分析
摘 要
产业集群开展状况已成为考察一个经济体，或其中某个区域开展水平的重要指标。课题以区域经济开展为背景，以提升产业竞争力为主线，以核心企业规模扩张和管理变革为视角，就产业集群的形成机理、集群创新、社会效劳支持体系建设和产业集群风险控制等问题进行了深入研究。
文献综述局部是从三个层面，即产业集群形成和演进机制、产业集群与区域经济开展关系、产业集群与企业创新问题，对已有研究成果进行了梳理，并简要评述。
产业集群形成机理的研究，是基于纵向专业化分工和横向竞争关系来探究产业集群的形成及演进过程。这局部内容是运用了专业化分工、交易本钱与企业组织理论、博弈模型，构建起了产业集群形成机理的研究框架。
企业创新及集群效应扩散是产业集群成长与保持竞争优势的核心动力。结合荣成造船产业群案例，根据产业集群成长的规律，分阶段论述了企业创新集群效应及核心企业知识溢出的传导机制。
产业集群开展离不开兴旺完善的社会效劳体系支持，结合威海实际，从中介效劳体系建设、技术开发和成果转化体系建设以及政府效劳体系建设等方面进行了详细论述，并提出对策性意见和建议。
产业集群结构布局对区域经济可持续开展的风险控制关系密切，在讨论产业集群、产业结构调整与区域经济开展关系根底上，对集群风险形成和传导机制进行了深入探究；借鉴集群风险评价体系，采用主成分分析方法，对威海市五大产业群的抗风险能力做了实证分析，据此提出对策性意见。

Industrial Cluster Cultivation and the Sustainable Development of Regional Economy

Abstract
The Status of industrial clusters’ development has become an important indicator, which surveys the development of an economy or a region in that economy. Taking the regional economies’ development as its background and the industrial competitiveness’s improvement as its main line, the thesis goes into the issues such as the forming mechanism, clusters’ innovation, risk management of industrial cluster and the support system construction for industrial cluster from the perspective of expansion and management transformation of core enterprises.
Three matters discussed in the introduction are shown as followings: the forming and evolving mechanism of industrial cluster, the relationship between the status of industrial cluster and development of regional economies, together with the myth between the industrial cluster and enterprise innovation. The introduction also quotes some studies’ results and makes brief comments.
