⑵是采取走出去请进来的方法，把学****教育寓创建高素质文明型机关活动之中。对工作中遇到疑难问题，特别是离婚中有关房屋产权问题、抵押担保问题，产权继承问题等等如何更严密、更规范地书写在协议书上，我们除查找相关资料外，又请教法院民事审判庭法官，以更加规范地指导当事人形成书面的法律文书。⑶是在实践中培养登记员全面发展的意识。从今年初开始，我处采取轮岗办法，每岗一个月，不断循环。使每个登记员都能全面掌握各个岗位的工作流程，工作要求，做到多职多能，全面发展。通过各种形式的学****教育，使登记员的理论水平、政策水平和综合能力不断提高，增强了工作的系统性、预见性和创造性，做到了政治上过硬，作风上优良，业务上精通。
（三）、抓制度，强化了登记机关的监督机制
完善的制度是实现规范化管理的保证。为此，我们紧紧围绕新《婚姻登记条例》、《婚姻登记工作暂行规范》，适时调整《婚姻登记员岗位责任制》、《双塔区婚姻登记执法公示制》、《婚姻登记须知及程序》、《婚姻登记收费标准》。同时，依据政策及法律法规建立了各项业务工作制度、机关管理制度。公开行政承诺，自觉接受监督，使登记员有章可循，当事人有法可依。通过加强制度建设，实现了规范化管理。
（四）、抓登记，确保了婚姻登记执法的严肃性
婚姻登记工作是对当事人缔结或者解除婚姻关系的行政确认，是一个依法行政的过程，有很强的原则性。为此，在婚姻登记工作中，我处严格遵循婚姻自由、以人为本、依法办事、实事求事等原则，并在登记过程中，探索出了一套行之有效的模式；
在结婚登记中采取“三对照”、“四不登”、“三个一样”。
“三对照"：户口本、身份证相对照，审查姓名、性别、出生年月是否相符，严把早婚关；照片和本人相对照，审查是否冒名顶替；声明书和户口本、身份证相对照，审查填写内容是否属实，是否具有亲属关系。
