（六）招标单位召开发标会议，向投标单位发放招标文件、施工图纸及有关技术资料；
（七）招标单位组织投标单位踏勘工程现场，介绍招标文件，解答投标单位提出的问题，并形成书面纪要；
（八）招标单位在招投标管理机构监督下封存投标标书；
（九）编制标底，并报招投标管理机构审定；
（十）组织评标小组；
（十一）召开招标会议，确定中标单位；
（十二）核发《中标通知书》。
第八条 投标标书的封存。
（一）建设单位按照招标文件规定的时间和地点收取标书，并在标书上签注收到的具体时间，投标单位逾期送达者，以弃权处理。
（二）收标时间截止后，由建筑市场加盖密封章，建设单位代表在招投标管理机构监督下将投标标书封存于“太原市建筑市场”指定的封存柜内，由建设单位和建筑市场分别加贴封条，建设单位保管封存柜钥匙。
（三）召开开标会议时，在评标小组、建设单位代表、投标单位代表和招投标管理机构及纪检、新闻单位的共同监督下，开启标书封存柜。
第九条 招标文件的内容：
（一）工程综合说明（包括工程名称、地址、设计单位名称、建筑面积，结构、层数等）；
（二）承包范围；
（三）承包方式；
（四）材料供应方式；
（五）预算（标底）编制的依据；
（六）工期、质量要求；
（七）封存投标书的时间、地点；
（八）评标方法；

（九）对投标单位的要求；
（十）对施工图纸及有关技术资料的说明；
（十一）召开发标会议、答疑会议及招标会议的时间、地点。
