（五）社区工作理论阐明社区服务的缺陷
我国社工本土化首要表现在社区工作和社区服务本土化上。由于我国社区服务处于经济转轨和结构转型的特定历史时期，社区服务发展受到一些现实因素制约。首先，社区服务资金来源比较困难，制约了社区服务自我发展能力的提高。其次，社区居民虽然存在社区服务的广泛需求，但是满足需求的支付能力有限。再次，一些地方政府对社区服务的重视不够，制约了全国性社区服务的大发展。最后，社区服务队伍素质不高，制约了社区服务质量的提高。
二、社区服务是社区工作实务的内容
（一）社区实务发展：由社区建设到社区服务的转变
我国社区实务经历了由社区建设到社区服务的转变。早期社区实务主要是社区基础设施和组织人员结构建设过程。社区建设是在居委会基础上筹建的。居委会建立在单位制基础上，社区则是建立在社会化基础上。在社区建设过程中，要实现“单位办社会”向“社区办社会”转变，这包括社区基础设施建设和组织人员建设。基础设施建设是在原有基础上的发展性建设，组织人员建设随着单位制的解体逐渐成为新型探索性建设。随着基
