，北京 河北 石家庄 050011 摘要：生态环境是人类生存和发展的基本条件，是经济、社会发展的基础。正确认识滦县的生态条件、生态环境现状及其存在的问题，确定生态环境保护建设的战略目标，制定切合实际的生态环境保护、恢复和治理措施，协调城市发展与自然环境的关系，将生态环境同社会、经济、生活一起融入城市可持续发展之中，建成“生态滦县”、“和谐滦县”、“宜居城市”。

Abstract：The ecological environment is the basic condition of human being survival and development, which is the basis of economic and social development. We should know the Luan county ecological conditions, the current situation of ecological environment and their existed problem, and ascertaining the strategic goal of ecological environment protection, working out the measure suiting the actual protection and recovery and governance of ecological environment, harmonizing the relation between the city development and the natural environment, and finally melting the ecological environment with the social and economic life into the city with sustainable development and establishing “ecolo
