第五条 监督检查施工质量的内容主要有：
1、监理和施工单位在土建、安装、水电、智能工程监理人员和施工单位特种作业人员是否配备齐全，是否持证上岗，证书是否与人员对应、证书是否过期。监理和施工单位主要人员如监理工程师、安全监理、项目经理、安全员是否持证上岗。
2、工程工序是否切实执行质量三检制，三检制过程中是否严格履行了签字手续，中间工序是否进行交接手续，特种作业和混凝土浇筑监理是否进行旁站，旁站记录是否与工程进展符合是否与监理日志符合。
3、监督检查设备、材料、成品、半成品的质量，防止不合格产品用到工程上。
