民经济和社会发展规划纲要》听证会
听证报告
为增强昆明高新技术产业开发区“十二五”城乡建设规划编制工作的透明度、民主性和科学性，使规划纲要更加完善，根据《昆明市政府重大决策听证实施细则》，以及《昆明高新技术产业开发区管理委员会重大决策听证制度实施细则》的精神，昆明高新区管委会于2010年11月26日举行《昆明高新技术产业开发区“十二五”城乡建设规划》（以下简称《“十二五”城乡建设规划》）听证会，听取社会各方面的意见和建议。现将听证会有关情况报告如下：
一、会议前期准备工作
规划高新分局于2010年10月27日向高新区管委会上报了《关于举行〈昆明高新技术产业开发区“十二五”城乡建设规划〉听证会相关事项的请示》（昆高规分〔2010〕21号），并拟定了实施方案，经高新区管委会研究，同意并委托规划高新分局举行“昆明高新技术产业开发区“十二五”城乡建设规划听证会”。据此，高新区政策法制局配合规划高新分局按照方案做好相关的前期准备工作，于11月9日在云南省人民政府重大决策听证网站（
