照片、录像等档案资料，做到资料齐全，一年一归档，并指定专人负责管理。
第十二条 工程封山育林要对具有代表性的地段在实施封育前和封育期满后的状况，以及封育期内每年定期对监测标准地进行实地拍照和录像，作为成效评价分析资料。
第十三条 核发山林权属证。纳入工程封山育林项目计划的山地，按森林法等有关法规规定给予核发山林权属证。
第十四条 工程封山育林项目实行目标管理，加强领导，建立健全各项责任制度。建设任务和工程投资要具体落实到项目单位，划定责任区和落实有关责任人，定期检查，严格按成效考核。建立奖惩机制，对不符合建设目标，没有完成建设任务的，要追究有关单位和项目责任人的责任，并采取必要的调控措施。
第三章 技术标准
第十五条 封山育林条件
（一）无林地和疏林地封育条件
符合下列条件之一的宜林地、无立木林地和疏林地，均可实施封育：
1、人工造林困难的岩石裸露地、高山、陡坡、水土流失严重地及沙地等，经封育有望成林（灌）或增加植被盖度的地块。
2、有天然下种能力且分布较均匀的针叶母树每亩2株以上或阔叶母树每亩4株以上；如同时有针叶母树或阔叶母树，则按针叶母树除以2加上阔叶母树除以4株之和，如大于或等于1则符合条件。
3、有分布较均匀的针叶树幼苗每亩60株以上或阔叶树幼苗每亩40株以上。
4、有分布较均匀的针叶树幼树每亩40株以上或阔叶树幼树每亩30株以上。
如同时有针阔幼苗、幼树、母树的，则按比例计算确定是否达到标准，计算方法同2项。
