第二章县域城镇体系规划
县域社会经济发展战略
发展战略设想
(1)以环渤海经济圈为依托，积极实现对内对外开放，主动接受济南、临沂及连云港等城市产业辐射，促进郯城县经济发展和资源开发。
(2)以郯城县城区为中心，四片经济区协调发展，带动整个县域的经济发展。
(3)以高速公路、国道为发展主轴线，开发二沿地带。京沪高速公路及310国道、205国道一级公路沿线，开发条件优越，实施对这些地区重点开发建设，以带动新一轮经济的发展。
(4)加快城镇化进程，加强中心集聚。改善乡镇分散格局，组织城镇体系结构，使乡镇工业化和城镇化相结合，实现二次飞跃。
(5)全面加快工业化进程，建立现代企业制度，调整结构，培育优势，集聚发展。积极推进现代农业，强化农业基础。大力提高第三产业发展水平。构成以农业为基础，工业为主导，商贸、旅游为后发的产业格局。
(6)建设基础设施网络，构筑良好的发展环境。通过交通网络建设提高县域交通可达性。通过对水资源的开发利用及对电力网、信息网、旅游网的组织，提高县域优势资源的共享性。通过社会服务设施的合理布置，提高县域居民的生活服务质量。
