“TechnicalStandards”was firstpublishedin1980,andwasrevisedandreissuedin1991and2002correspondingtotherevisionsofthe Japanese“TechnicalStandards.” BecausemanyportsandharborsinJapanfacetheopensea,aconsiderablenumberofportsareexposed ,manyJapaneseportsandharborshavebeenconstructed ’smost earthquake-prone nations, the facilities of ports and harbors are exposed to severe natural disasters of resultoftheseefforts,itisfairtosaythatJapanpossessestheworld’smostadvancedleveloftechnologyfor wave-resistantdesign,earthquake-resistantdesignofportandharborfacilities,andcountermeasuresforsoft ground. The2007editionof“theTechnicalStandards,”inadditiontoincorporatingthemostadvancedtechnology, hasfullyincorporatedtheapproachbasedon“performance-baseddesign”inresponsetoworldwidedemands thatthenationalstandardsbebasedon“performancecriteria,”asadvocatedintheTBTAgreement(Agreement onTechnicalBarrierstoTrade).“TheTechnicalStandards”areconsistentwiththefollowinginternational standards,andrepresentacompilationofJapan’sworld-classknowledgeinconnectionwithtechnologyfor portsandharbors:
