    (四)分级医疗原则。落实医疗机构的功能和职责，建立和完善分级医疗、双向转诊的医疗服务体系，做到常见病、多发病在基层医疗机构诊疗，危重急症和疑难病在城市医院诊疗；
    (五)公有制主导原则。坚持非营利性医疗机构为主体、营利性医疗机构为补充，公立医疗机构为主导、非公立医疗机构共同发展的办医原则，鼓励和引导社会资本发展医疗卫生事业，促进非公立医疗卫生机构发展，形成投资主体多元化、投资方式多样化的办医体制。
    (六)中西医并重原则。遵循卫生工作的基本方针，中西医并重，保证中医、中西医结合、民族医医疗机构的合理布局及资源配置。
    三、医疗服务体系的框架
    (一) 医疗服务体系中各级各类医疗机构的设置应当层次清楚、结构合理、功能到位，以利于发挥整体功能。在农村建立以县级医院为龙头、乡镇卫生院为骨干、村卫生室 为基础的服务网络；在城市建立以社区卫生服务机构、大型综合医院
