2、全面签订项目廉政合同。所有政府投资项目，在签订工程合同的同时，项目法人和建设单位负责人必须与项目主管部门签订廉政合同，明确违约责任。（责任单位：局监察室、绿化管理科、园林处、遗爱湖公园管理处）
3、问题全面整改到位。对扩大内需政策落实检查和工程建设领域突出问题专项治理工作中发现的问题，下达整改通知书，督促整改；对整改不力的，严格实行行政问责；对违纪违法的，坚决予以惩处。（责任单位：局监察室）
（二）以建立健全惩治和预防腐败体系为目标，实现腐败风险预警防控工作全覆盖
4、全面查找腐败风险点。按照基层帮助机关查、群众帮助领导查、发动干部相互查等方式，突出查找三类风险：一是查找在人事任免、资金调拨、设备采购、绿化项目审批等“三重一大”事项决策类风险；二是查找园林绿化执法人员在实施行政处罚、行政审批等行政执法权类的风险；三是查找岗位工作人员失职缺位、滥用权力，不作为、乱作为、慢作为等岗位管理类风险。全面开展腐败风险排查工作。
5、健全腐败风险预警防控机制。健全教育机制，深化腐败风险教育，提高党员干部的风险意识和廉洁意识。健全预警机制，及时发现苗头性倾向性问题，快速预警、及时处置。健全内控机制，严格执行集体决策制度，健全各项管理、监督、预防、惩处方面的规章制度，综合防治腐败风险。
