在第三部分“突发公共卫生事件处理”中，第23条“应急预案”项考核内容要求“演练参加人数不低于总人数的60%”。在实际操作中，往往是一二十人参加，而要应付上级考核时，就要编造。这就导致了不实的后果。在部对各局考核前的培训班中是这样解释的：参加观摩者也算。但在实际中也是很难操作的。因此，演练只要有方案、有实施、有记录、有评价、有总结即可，强调参加人数的多少无太大需要。一味强调的话，反而会促使受检者造假。
