对于第二类、三类医疗技术，需按卫生部2009年颁布的〔2009〕18号《医疗技术临床应用管理办法（试用）》文件要求上报到卫生厅、卫生部，批准后方可实施。
（三）、对于各科室所提出的新技术、新项目的准入申请，无论批准与否，医务科均于书面答复。
五、新技术、新项目临床应用质量控制流程：
（一）、批准后医疗新技术、新项目，实行科室主任负责制，按计划具体实施，医务科负责协调和保障，以确保此项目顺利开展并取得预期效果。
（二）、在新技术、新项目临床应用过程中，主管医师应向患者或其委托人履行告知义务，尊重患者及委托人的意见、在征得其同意并在“知情同意书”上签字后方可实施。
（三）、新技术、新项目在临床应用过程中出现下列情况之一的，主管医师应当立即停止该项目的临床应用，并启动医疗技术风险处理预案、医疗技术损害处理预案等相应应急预案，科室主任立即向医务科报告。医务科根据实际情况报告院内学会委员会，由学术委员会决定是否启动新技术、新项目中止流程。
1、开展该项技术的主要专业技术人员发生变动或者主要设备、设施及其它关键辅助支持条件发生变化，不能正常临床应用的;
2、发生与该项技术直接相关的严重不良后果的；
3、发现该项技术存在医疗质量和安全隐患的；
4、发现该项技术存在伦理道德缺陷的。
六、新技术、新项目监督管理流程：
（一）、医务科做为主管部门，对于全院开展的新技术、新项目进行全程管理和评价，制定医院新技术、新项目管理档案，对全院开展新技术、新项目不定期进行督查，及时发现医疗技术风险，并督促相关科室及时采取相应措施，将医疗技术风险降到最低程度。
（二）、医务科定期追踪项目的进展情况，对其疗效、社会效益及经济效益进行分析评估。
