还有一大部分商务执法没能启动。5、企业的稳定和安全形势严峻。一是涉军群体人员多，问题比较突出；二是下岗职工待遇低，不稳定因素增多；三是未改制企业非常困难，安全生产隐患整改资金跟不上要求。整个商务系统维稳压力未减，安全生产形势不容乐观。
二、主要措施及作法
（一）加大力度，突出项目,加快“试验区”对接
一是项目对接有进展。自我县列入首批大别山革命老区经济社会发展试验区后，我局高度重视，成立了以局长为组长的工作专班，编制了《蕲春县商务局对接大别山革命老区经济社会发展试验区商务项目汇编》，对所有项目落实到承办单位、责任领导、责任股室。同时坚持每月一次汇报、每季一次结账。局领导每月上一次省厅，积极争取支持。县成隆食品有限公司无害化处理及人工湿地建设项目已得到德国萨克森州肯定，无害化处理设施步入全省先进行列。
二是网点规划有载体。按照县委、县政府建设河西经济开发区的要求，加大河西商贸网点的规划布局工作，使其成为全县商业副中心。对规划建设的重点项目，主动与有意向的投资业主进行沟通，已与7名回乡创业人士和8名县内流通业主达成投资意向。
三是农超对接有突破。在省厅的指导下，我局坚持“政府搭台，企业唱戏”的原则，顺利将县紫苏油公司的系列产品成功对接进入武商、中百平价超市、徐东平价超市等大中型商场超市，并获得了76家相关企业的认可
